this has been happening for 2 years.
no steam personnel have replied to any tickets.
told them to delete my account...

so here's my issue, everytime i write a review, make a comment, or say anything, there's this guy on steam that a few users are sick of.
if you say up.. he yells down.
it does not matter the context or the situation.
he will argue with me.
and steam is letting him do it for 4 years, no one reads his reports, no one cares he is doing it.. he clearly runs the roost.
and steam is allowing him to do so.
in 1 week he got 15000 reports and steam ignored it.
i type the words "i dont agree"
he shows up saying "i agree"
and then i'm banned for asking why.
honestly you need to see these support reports that lead to my bans, you could not math it with Einstein helping

That's what blocking is for.
I've encountered annoying schizos on Steam like the ones you describe. I had one incident with this whacko who kept spouting political garbage on my profile and my reviews; after three warnings asking him to quit and start discussing like a civilized adult, I blocked him and things went back to being alright.
I could agree with you if you were arguing about how the Steam forums often have people who shoot down feedback and suggestions for no reason, as I've posted feedback many times over there and get shot down regularly for no well-backed reason. However, that's just a symptom of the modern internet in general: if you're not a whiny baby getting triggered over everything, and if you're not a misery-mongering troll, you tend to feel like an outsider.
Fortunately, I've encountered plenty of great people there (and here, for that matter) that I regularly interact with. Shoot, I use Steam's social media features like the activity feed and status posts to engage in regular discussions with people on my friend list, and like 95% of my friend list is just random people I've encountered through discussions and chats with people on Steam about games we had in common.
You get what you give in that regard. If one chooses to block the trolls, engage in good discussion with the adults, and avoid being overly dramatic all the time, one tends to eventually find a good group of people to chill with. That's my advice in this case.

Sometimes there are protectee's for example, that one son our daughter with down syndrome for example again that roams free on the internet without the visual conformation you would like
Or other examples that include the abuse of power. It is quite common for this to happen. Especially in the age from 0 - 30 people are very suspectible to accepted rules. group behaviour etc ...
Maybe as an adult, when you have your head stick up to much in your ass, for example, you might miss the indications that could lead to some understanding of your position

in this case it's 100% clear Hugo from id software is having a child fit to hide his actions from the community and has spared no effort to censor a user he very much interacted with to make content.
