First thought after seeing these giant shoulder"pads" was "warhammer /space marine"...but I believe those guys usually wear some kind of insignia on their shoulders...and afaik they don't have little antennas on top of their helmets.

well, the character he is based on is off course Tychus Findlay, and I swear I have seen these character as well, I just can't remember where.

Yeah, its one of these "I have seen him/her but don't know where" cases which some actors/actresses in certain industries share a lot ;)
