I would recommend it. It's not completely misleading to describe it as Diablo with a party of three instead of one hero, but it doesn't quite feel like Diablo.
The character improvement is interesting, with implants that boosts stats (and when you level you just get new implant slots, the implants themselves have to be found & bought), and though each character only seems to have two special skills those can be improved in different ways with another kind of implant. For instance there's a skill that unleash a kind of electrical area of effect attack, and I found that if I added a healing boost to that skill, it turned into a very efficient way to both heal my guys and harm the bad guys.
There's a strange system where in order to proceed past level 5 (and then 10) you have to either recruit new characters capable of going past those levels (and then level them up from scratch, which can result in a fair bit of grinding) _or_ pay pretty large sums of cash to upgrade your existing characters (which also results in grinding, because money is fairly hard to come by). I like the system, but I wish there were some more meaningful quests to tackle while searching for money or leveling new characters. Apparently that's going to be added.
So yeah, anyway. I'd recommend it, it's fun and tactical, and has an interesting character development/skill system, but it's also a bit repetitive and there's a bit more grinding than I'd like.
