Mabye its just me but I noticed that the best RPG stories comes from more linear RPGs like Bioware's games and such. I have never seen an Open world/Elder Scrolls like Rpgs with a strong story so recommendations?
I really liked the story of Fallout: New Vegas, so that may be worth a shot.
Don't Dragon Age Origins and Skyrim have the same story? :p

New Vegas vote for as well great game well worth playing and with mods its even better. Oh and you cant get any better than a tea cup obsessed robot although you need the dlc for him.
The Dark Savant trilogy is epic as hell, but it's probably not the kind of story you're talking about.
I'd go with New Vegas, as well. Although, personally, I don't see NV's strenghts in a particularly strong core narrative, but instead in the number of well-told smaller stories spread around the Mojave. Those, your many roleplaying options and the exemplary feedback to your choices add up to a great experience, IMO.

I actually liked the DLC story even more than the main game's. I thought it was really excellently done.

Yeah I know what you mean, "Weren't RPGs like Fallout 1, Ultima 7, and Final Fantasy 1-12 open world?"

I meant completely open 3D worlds like Morrowind and most MMOs

Guild Wars 2 is still a fine Theme Park MMO, with many many flaws, but enjoyable nonetheless. Getting a bit bored with PvE after 3 months, but that's to be expected with any game. (Only took me 5 hours to get bored of WoW, as a comparison. SWTOR managed to last around 7 hours)

But if I get really tired of it, I can just stop playing it for a while without having to worry about my subscription.

You're not going to find a "strong" story in GW2 though. There's a story. It has converging branches. Some branches are more interesting than others, and there's a few memorable characters here and there, but in the end it's nothing really special.
You need to differentiate between story and storytelling/presentation.

Morrowind has the second best story I've seen in any videogame, but you have to earn it. Without putting any effort in it, you can finish the game without even getting half of the story.

With linear games, the storytelling is easier, as the story progresses on a linear path. You can also present the story more dynamic as you don't have to think of countless "what if scenarios".

A true masterpiece of non-linear dynamic storytelling is Alpha Protocol.
