It's not that you specifically need a wheel, you just need something with analogue controls. I used to use a joystick to play POD when I was little.

Having said that, they should all be playable with a keyboard, you just need to learn how the keyboard controls for racing games work. You need to tap the keys and vary the rate you tap them at (or how long you hold down each tap).
