I bought it when it first came out, and I have no regrets, because it's excellent and fully worth what I paid. Admittedly though, I haven't been playing it much recently. I got an emulated version of Street Fighter 3 (which I ignored back in the day), and Alpha 3 (which I loved back in the day), and they've held my interest more.
This is partially because of how quickly they load (in the time it takes to load Steam and get SF4 into arcade mode, I will be up to the second or third fight in the other games), but largely because of how much SF4 relies on its own legacy. It's quite ironic that SF3 (a ten-year-old game) feels more like a new game than SF4 does.
I've also grown to really, really hate the camera in SF4. I wish I could calm it down somehow. It's so frenetic.
Also, SF4 has not nearly enough eroticised disrobing.

It's likely you'll need to blame Capcom Japan, not Valve. It's thanks to them that DMC4 isn't available through digital distribution even now.
I still have Street Fighter II so I might just pass on this.

Got this on launch day.
Plays very well on PC, especially with an arcade stick.
I was playing it on keyboard for around 2 months before I switched to an arcade stick.
The only problems with keyboard is that it is difficult to pull of 720 degree motion and cancellation moves.
