It's good to see at least one country has the sense to do this. The internet is becoming a big enough part of modern life that it needs to start being treated similarly to other utilities (such as water, power, etc). Although I doubt we'll see this kind of sense coming to the US any time soon. Here we just hand the major broadband companies billions in tax breaks and easements to expand their infrastructure, then just shrug when they pocket the money while gouging customers and claiming that it's because the infrastructure they didn't expand can no longer handle the load people are putting on it.

Jokes aside, that's simply a matter of civility. Internet isn't a luxury anymore for a lot of reasons anywhere in the world you can get it. If I only loved blonde women more than I do I would have already moved to northern Europe for a while now :-D

Certainly in this country, you're almost expected to have internet access.
Any company you owe money to wants you to pay online, you can pay council tax online (and they prefer it), you can do your self-assessment tax return online (and get far longer to do it this way than by paper, if you want to do it the old-fashioned way you have to submit in November - online is okay until February.)
So given all the benefits for all the companies that want you to use online services, you'd think it would make sense for government to make sure (as far as they can) that this sort of thing is faster, cheaper and easier.
