Okay, here's a thread from when I first played the game:

"Honestly, I'm feeling the same way about the random content in Daggerfall - nothing's the same, but everything is the same. There may be a million different towns and a million different dungeons, but as far as I'm concerned there is only one town and only a small handful of dungeons.
Random dungeons can actually work from a gameplay perspective (but not an immersion one), but walking through towns and the overworld really seems like a whole lot of pointless noise - like you say, there's no real fun in exploring randomly-generated filler. An overworld and town system that was entirely menu driven would subtract nothing from the experience (I personally think it would enhance it), and when you can say that about something, you kind of know you have a misguided design plan.

And the rest seems to have been lost in time. Just take in on faith that I had some really compelling, well-thought-out arguments. The game is a mess. For such an intricate production, it 'works' on only the most rudimentary level.
