I'd say he was affable, but not good for the country. He was the American Maggie Thatcher, and basically put a friendly face on massive deregulation and privitisation of the public commons, giving the "market knows best" dogma the kick it needed to become America's leading religion. In many ways he is the exemplar of what got us into this mess - the President as lovable frontman for a deeply anti-American* agenda. Not to mention his electoral success helped cement biased media influence and the "October surprise" as the staples of American elections they now are.

But you are correct that it takes some going to top George W. as the worst. Not just in terms of policies, but also when viewing the public relations damage he did to this nation with the countries of the world. And that's without getting into the electoral theft that started it all.
